Creating a new web application with gears/portlets

I am new to using ATG. My current requirement is:
1. To build a new web application with gears on the dashboard.
2. The gears should be indepedent and can be put on the dashboard based on the specified layout.

These are to be achieved using the BEA Weblogic 10 and ATG 2007.1 on an eclipse 3.3 IDE. Can anyone help me how to setup a ATG webproject in eclipse where I can build my gears ?
