Creating Plain-text bullets...

On the Mac you can type Option-8 to get a bullet in a plain-text  
document (or alpha or text filed or variable) that will show and  
print...

Now, on a Windows machine, what character can I use to create a bullet  
(like Option-8 on the Mac)?

It isn't as easy, and depending on the font and character set, the outcome may vary.

Also I wouldn't consider the bullet "plain-text". It is a special character, whose ascii code is above 127. The bullet is just so easy to type, and works so consistently on the Mac, that you probably think of it as being so.

Note their point about needing a keyboard with a numeric keypad. I use a Kinesis ergo keyboard and it is a PITA to type special characters. I assume same would apply for a laptop.

Brad,

I did use Google to identify the "List Dot" which entered via  
ALT-0149.  I was expecting this to work in 4D.  Originally I created  
the List Dot in Word and pasted it into 4D which seemed to fail--It  
was changed to a question mark.  I just typed that code directly and  
the List Dot seems to be working.
