For plugin:

You use paste to create project skeleton:
http://pythonpaste.org/

Something like this
http://lucasmanual.com/mywiki/Paste

Then refer to http://groups.google.com/group/tg-registration to see
how they created a plugin. Look at the svn checkout of current
tg-registration or install it and modify what's installed to make it
do what ever you plan to do.
