Can one use Table Merge when one list has duplicate cells compared to the other?

Hello,

I have tried to merge two lists where one list has duplicate numbers in one column relative to the other list which only one of the same number. The Merge/Join program shuts down after two seconds of running. Must each list have unique numbers in a column in order to merge, or can there be duplicates in one list relative to the other?
