COAPI Error when trying to deploy types

Hi

Just trying to resolve some issues with my upgrade from farcry 3 to
4.0.9, when I try and fix all types (deploy/updates/repair types).  I
get this error.

 Element COAPI.OBJECTBROKER is undefined in a Java object of type
class [Ljava.lang.String; referenced as

The error occurred in E:\Inetpub\CMS\core\tags\webskin\htmlhead.cfm: line 38
Called from E:\Inetpub\CMS\core\tags\extjs\iframeDialog.cfm: line 22
Called from E:\Inetpub\CMS\core\admin\admin\coapiTypes.cfm: line 33
Called from E:\Inetpub\CMS\core\admin\admin\coapiTypes.cfm: line 1

36 :         <cfloop list="#attributes.library#" index="i">
37 :             <cfset request.inHead[i] = attributes.libraryState />
38 :             <cfset
application.coapi.objectbroker.addHTMLHeadToWebskins(library="#i#",
libraryState="#attributes.libraryState#") />

I am really a little unsure how to proceed, any assistance appreciated.

STEP 1. MAKE SURE YOU BACKUP YOUR DB BEFORE UPGRADING TO VERSION 4+  
FROM EARLIER VERSIONS.

STEP 2. MAKE SURE STEP 1 WAS SUCCESSFUL

STEP 3. http://docs.farcrycms.org/display/FCDEV40/Upgrading+from+Earlier+Versions
