dpkg-source calls gpg --verify to verify the source package. If there
is a lock, gpg displays that it is waiting for the lock. dpkg-source
just appears to hang. The same applies for automatic key retrieval.
1) I suggest to use gpgv to verify the source package, as gpgv seems to not
hang at locks (since it can only use the keyring read-only). It also does
not use key retrieval.
2) I also suggest to display all messages from gpg, so people
can see the problem.
