Bug 316512 – add list of ignorable decorators for function declarations to gtkdoc-scan

Hi,
there's the following patch in bugzilla:

it'd be pretty useful for cairo, as without it, gtk-doc generation
doesn't currently work... is there hope that it will be checked in at
some time?
