BindException from AMQ

When I run the tests cases in the notcm branch I consistently get  
this exception from activemq:

java.net.BindException: Address already in use

When I've seen this before it was from amq not shutting down properly  
due to an exception, but this time I can't seem to find anything  
wrong.   Is there anyway, to see if amq is shutdown?  Does the broker  
actually shutdown when the spring context is destroyed?  Is there  
some command to kill an amq server I should be calling?

Right now this is a PITA to reproduce because you need to build the  
Geronimo notcm branch with m2 to see the code working, but I'm hoping  
my patch will get approved tomorrow.

I've seen this from time to time - if you can do a fork on each test
it seems to go away. The broker does shutdown when the app context is
destroyed though I think its a timing issue since the caller thread
doesn't specifically wait for each thread working on a socket to
terminate (in case there's a blocked socket).
