Baseline security controls

Would you post links to your baseline security control resources?

I seem to remember a document being published by the U.S. federal
government within the past year but cannot find reference to it.

Check out NIST SP 800-53 at http://csrc.ncsl.nist.gov/publications/nistpubs/index.html, along with the three annexes (for Low, Medium, and High baselines).
