Application Failed to Initialize

[SRH]

I am trying to install Farcry 4.0.9 and run the sample application on
Windows XP SP2, ColdFusion 8.0.1, PostgreSQL 8.2, and IIS 5.1.  The
installation process seemed to go smoothly and displays the messages
below.  However, if I click on either the Login to Farcry or View
Website buttons, I get an "Application Failed to Initialize", with a
CFDUMP showing only an empty struct.  Waht am I missing?
