Another R1 wiring question

Regarding the blue/black and blue/yellow from the "Main Switch" (#1 on the
wiring diagram) - Can these be permanently jumped?

Blue/black goes straight to the ECM, and blue/yellow branches to the
Starting Circuit Cut-Out Relay and the Clutch Switch.
