Added setting tag to settings extension

I added a tag to the settings extension so that you can use <r:setting
name="admin.title" /> and <r:setting name="admin.subtitle" /> in layouts.

I added these comments on github, but for the benefit of anyone  
interested:

I think it makes sense to use "key" rather than "name" to fall inline  
with the config table, and it might be a good idea to namespace it as  
<r:config:setting> so that it loses some potential to clash with any  
other extension out there that might use <r:setting>

Sounds good. I've made the change. Now it's used like this:

<r:config:setting key="admin.title" />
