Add blank page number citation to next page

Hi,

I a have a specification that states:

"A blank page shall be assigned a number, but it will appear on the either the page before or after."

For example:

If page 35 was blank, page 36 page number would be:

36 (Blank 35)

Is there a way to do this with XSLT and FO?
