ANNOUNCE: FXScintilla 1.71 and stopping

Hello,

I've just released FXScintilla 1.71.
Pease note this is the _last one_ I release since I don't use it
anymore. Anyone willing to take this project over is welcome. Just drop
me an email.

FXScintilla is an implementation of the Scintilla source code editing
component [1] for the FOX GUI toolkit [2].

Changes since the previous release (1.63):
- Upgraded to Scintilla-1.71
- Added support for Fox-1.6
- Dropped support for Fox-1.0.
