/usr/share/icons/hicolor/<size>/ dirs and gnome-panel?

Hi all,

Are the /usr/share/icons/hicolor/<size>/apps/ dirs meant to be used by
the GNOME panel and nautilus? If so, how do I get them to be used, or
debug why they aren't being used on my system?

Yes.

If newly installed icons don’t appear, this is often caused by an
icon-theme.cache file.

Bah, should have checked the pathnames more fully, it was caused by
not being in the apps/ dir.

Sorry for the noise, will file a lintian bug about this.
