The maven site is being overwritten by the build-tools site

The POM hierarchy places a parent POM above the children POMs (tools, transport and build-tools). This is not sufficient to prevent the children maven sites to overwrite the parent maven site. In addition to being placed below the parent POM in the hierarchy, the child POM must reference the parent POM as a parent. This was not done for build-tools. As a result the parent maven site was overwritten.
