[j2ee] JSP tag parsing regression

I filed an issue earlier in NetCAT6 against the following example.  Essentially, JSP tag replacement occurs before considering the document as a whole (an html file in this case).  I now find again that errors against the double-quotes on the following correct JSP snippet.

<script type="text/javascript" src="<html:rewrite module="" page="/js/spi_utils.js"/>"></script>

I'll find the issue and re-open.
