Loading categories is done in ccm-ldn-aplaws. Currently, you can't omit it and
the minimum set of categories is loaded anyway. It it hard work (direct modification
of the database) to delete those categories.
I can provide you with a replacement module we developed for our own purposes.
It loads only 3 example navigation categories which can easily be modified or
deleted. Alternatively I could send you a description (and some scripts) to
delete unneeded categories from the database.
