[Validator] Missing package?

Is the package org.apache.commons.validator.routines.checkdigit missing from the distributed package? I am unable to import it in Eclipse, but org.apache.commons.validator.routines is fine.

According to VALIDATOR-213 [1], the above package will be part of
v1.4, which is yet unreleased.
