[VOTE] Release webconsole 1.2.0

Hi,

I've compiled a new release candidate for a first maintenance and
feature release of the webconsole bundle and put it up here for testing
and checking:

http://people.apache.org/~fmeschbe/org.apache.felix.webconsole-1.2.0/

The KEYS file for verifying the signature is also in this directory and
the checksum files should have the correct format.

The changes with respect to the first release are available in the issue
tracker tagged with version "webconsole-1.2.0" [1]. The main
enhancements over the first release are support for REST-like URLs,
enhancements to the configuration editor and most notably better
extensibility of the web console by means of plain servlets.

So, please check the release and cast your votes - the vote will be open
for 72 hours.

The NOTICE file should list OSGi under "includes" and "uses", since it
does embed the OBR interface files into the JAR file.

soon due to FELIX-752.
