+1 to this as a basic release plan. We need the jars and tar.gz
etc. to be able to vote on the releases.

Who is going to prepare the release?

I can do the tagging, building, signing, posting, etc... I'll leave the
website and repository updates to folks who actually know a thing or two
about Forrest and Maven. Any volunteers for that?

I'm very pleased to see that we can do a proper release under the
authority of the XML PMC now. Same comment from me as from David. +1 for
the idea of the release. I assume we're talking about a release from the
Trunk for both products. That's important to know if we are to vote on
the release.

Maven? I don't think we use that here. Anyway, I'll see if I can do
anything for the website part and if it's ok I'll update the license
headers to the new format [1] where applicable.

It would also be nice to have a proper release (since there's never been
one) of the JAXP 1.2 APIs so I'm thinking we'd have three releases:

* xml-commons-external-1.2.06 (JAXP 1.2)
* xml-commons-external-1.3.04 (JAXP 1.3)
* xml-commons-resolver-1_2 (XML Catalogs v1.1)

We may not use Maven but other Apache projects do. There seems to be some
expectation that projects are populating the repository with their
releases so that projects which do use Maven can reference them. I've been
approached to do this for Xerces in the past and must admit I know
virtually nothing about it.

Ah now I understand. We have the same problem in XML Graphics land. We
don't know about all that Maven repository magic. Let's hope that we
have someone here who knows how it works and will handle the necessary
steps.

If the Maven bit is just about publishing the new end states, that is pretty
trivial [1]. Essentially you just log a JIRA issues with some data. Most of
what's required is gathering some info about the project and declaring any
dependencies (also in the repo) to setup a POM for one of the Maven
committers to use.

I can probably do this for XML commons and Xerces (if not already done) once
the builds are completed and published.
