[Q] USB Phy 1.1

Is this phy compatible to Low Speed?

As I see in the spec the states J and K are switched between Low and
Full Speed. But when I change this in the phy I get sync errors.
Are there other things to watch out?

What has to be done, do get the phy work in low speed?
