I ran next command:
CREATE OR ALTER PROCEDURE TEST_PROCEDURE(
ID INTEGER NOT NULL)
AS
BEGIN
END
Than i looked at RDB$PROCEDURE_PARAMETERS and found that RDB$NULL_FLAG is null for procedure parameter.
