[Cooker] libATA and PATA_VIA appear to be force loaded in 2.6.24 kernel (initrd)

I have rebuilt the initrd for the 2.6.24 kernel to preload ide_disk in
order the get the hard disk device addresses back to /dev/hdx. When I
rebooted the hard disks were addresses as /dev/hdx as desired, but
libATA and PATA_VIA were loaded and aborted the boot process because
they couldn't communicated with the hard disks and hence couldn't find
the root device. Why does it appear that libATA and PATA_VIA are being
force loaded after the hard disks have already been resolved.
