[ANN] surmulot

I just upgraded the surmulot.exe archive available from
http://www.zogotounga.net/surmulot/surmulot.html

this is for Windows only.

Surmulot is basically the integration of muO and Emacs (and its csound-x
modes) via TCP/IP, enriched with anciliary programs such as Timidity.
