 when a person sets his/her status to offline and has mobile availability
 on, pidgin tries to page the person (PGD message).
 I think this is done in msnp9/msn.c, in static int msn_send_im().
 The problem is that it sends PGD even when the person is actually online
 but has just set his status to offline.

 I am not sure if there's a clear duplicate of this bug

 There are several problems, first of all, code in msnp9/ are not built by
 default anymore, so you shouldn't read that and assume that's what pidgin
 is doing.

 When pidgin sees that a person is offline, and has no switchboard open to
 them, we cannot send a regular message to them. This is not allowed in the
 protocol.

 What pidgin then does is, if the person has a mobile number set, we try to
 page him. If not, we try to send an offline message.
