"HTML-stripping" program?

I believe it would be extremely beneficial to have the capability of
feeding an HTML document through this "stripping program" to output
separated questions from responses (based on punctuation),
paragraph-structure (breaks and indents), font styling (bold,
underline, coloring, etc.) and document hyper-linking (http and
mailto) – all within proper AIML formatting.

Has anyone seen or heard of such a program?

Any input would be greatly appreciated.
